The Toronto Overdose Action Plan provides a comprehensive set of actions to prevent and respond to overdoses, building on the work that is already taking place in the community, and by governments and other institutions. A key focus is on actions that can be taken at the local level. The Action Plan combines the knowledge and expertise of people who use drugs, their family and friends, and people working in the field, with best practices and international research.
