Moreover, there are distinctions in the powers delegated to municipalities and the structure of the health system in Quebec compared to other provinces. As local governing bodies, municipalities play a crucial role in establishing environments that foster health and safety. Simultaneously, they wield significant influence over alcohol consumption habits. However, the tools and methods to achieve these objectives are not always apparent or tailored to the realities faced by the involved stakeholders. Municipal organizations must, therefore, effectively organize themselves to address situations that may extend beyond their territorial, legal, or human jurisdictions and authorities. |
